Manual issue → release tagging

Child of PAR-190. Today a release snapshots whatever is in a project's "Pending Release" status (implicit). Add explicit tag/untag of an individual issue to a release.

Scope:

Backend: add/remove a release_issue membership row for an issue outside the auto-snapshot (respecting RBAC settings.manage); keep the snapshot path.
UI: a release picker / "add to release" action on the issue detail and from the releases screen.

Verified LIVE. ReleaseService.addIssue/removeIssue provide explicit tag/untag outside the auto-snapshot (frozen-release guard), exposed as POST/DELETE /releases/{id}/issues... gated on SETTINGS_MANAGE; release_issue table (V15) and the auto-snapshot path remain intact. Acceptance met.
