Usage & billing reporting UI (tokens, seats, per-team/workspace)

Surface the metering data (PAR-193 foundation) in the UI: AI token usage over time, seat usage vs limit, and per-team/per-workspace rollups for billing reporting (ties into the analytics product, PAR-192). Reads usage_event + tenant.seat_limit from the mirror; charts via recharts (already added). Pairs with Stripe billing for plan/overage display.

Verified LIVE. usage/page.tsx (settings-gated) reads usage_event + tenant.seat_limit/plan via lib/sql/usage.ts (tokens-by-day, tokens-by-model, seats-used, billing) and renders recharts (dependency present) area/bar charts in components/UsageCharts. Acceptance met.
