Migrate ChestShop commands to HiberniaFramework Commander

Convert the 7 Bukkit CommandExecutors (ItemInfo/ShopInfo/Version/Metrics/Give/Toggle/AccessToggle) to framework @Command CommandHandlers, registered via the existing HiberniaModule injector (config migration already wired it). Needs framework Message bound (CommandManager error rendering) → ship a minimal messages.properties with the hibernia.error.* keys and drop .withoutMessages(); commands' own output stays on ChestShop's Messages enum (full i18n is a later step). Remove the plugin.yml command block + the old registerCommand wiring. Follow-up to PAR-259.
