Transactional email via AWS SES

Part of PAR-427. No mail sender exists in apps/api today.

Find the existing AWS SES account. Rían has one, but it isn't in gitops, Keycloak or hibernia-economy. Confirm whether it's out of the sandbox, and verify taskl.ie with DKIM, SPF and a custom MAIL FROM.
Add an EmailSender in platform/, with credentials seeded as a secret out of band. Email is sent from the outbox.
Templates: the magic link, "New reply on your ticket", "Ticket closed" and "The fix is live".
Handle bounces and complaints from SES notifications by suppressing those addresses.
