PAR-438

Suggest help articles before a ticket opens (web and Discord)

Part of PAR-427. Light deflection only: retrieval with no generated text.

Embed published articles, reusing the issue-embeddings setup from V32.
Web: after the form is filled, show up to 3 matching articles with "This solved it" and "Open ticket anyway".
Discord: after the modal is submitted, show the matches as an ephemeral message with the same two buttons.
Record how often articles deflect a ticket.
