Scope API keys to specific business accounts

Status reconciliation — 2026-10-22

Implementation merged into develop in PR #68. PR records passing full build, 127 plugin tests and 296 REST tests including subaccount access/denial, rotation and scope. Production rollout is not established by merge evidence; live command acceptance was not exercised in that PR.

Allow API keys to be scoped to a specific account under a business, including subaccounts rather than only the main business account.
