Part of production QA PAR-457. Confirmed using native Playwright accessibility tree and role locators, not MCP snapshot alone. Desktop 1440×900: Projects header has New project; issue detail toolbar has Copy branch name, Copy link, More actions → Archive. Resize to 390×844: all these page actions disappear (0 matching toolbar/buttons). Once at least one project exists, the empty-state New project action is gone too, leaving no way to create a second project on mobile. Global + always creates an issue. Reproduce /w/design-qa-20261018/projects with existing QA community launch; compare desktop/mobile. Then /issues/GENE-1 and compare action toolbar. Expected: mobile header overflow menu or contextual CTA preserving all capabilities, with touch-accessible archive/share actions. Evidence: projects-populated-mobile.png, issue-desktop.png, issue-mobile.png in .context/design-qa-20261018. Check all pages using PageActions for the same loss.
Implemented in the dependent QA stack: https://github.com/ParadauxIO/taskl.ie/pull/90
Combined verification passed: full API suite (1,306 tests), web lint and TypeScript, unit suite (1,211 passed; one existing skip), 483 Chromium story checks, and the production Next.js/CSS build. Desktop/mobile component evidence and a flow diagram are attached where applicable; server-rendered screenshot gaps and GitHub rollout prerequisites are explicit in the PR.
Awaiting review and merge; production application code has not been deployed by this task.
