Architecture R9/R35: remove the remaining 10 UI design suppressions

Follow-up to the 2026-10-18 architecture audit, linked to PAR-449 and the completed architecture rebuild PAR-408. Rules are in docs/architecture.md. Audit baseline: commit 08d99ee; all 18 architecture checks passed, which does not establish full compliance.

The audit found 10 no-restricted-syntax suppressions across 7 files in apps/web/eslint-suppressions.json: command-palette.tsx (1), issue-picker.tsx (1), redesign/IssuesScreen.tsx (1), redesign/SettingsScreens.tsx (1), redesign/Shell.tsx (4), stories/Interaction.stories.tsx (1), stories/Typography.stories.tsx (1).

Acceptance:

Run lint without bulk suppressions to identify each actual diagnostic before editing; counts alone do not identify the selector.
Replace forbidden literal colors and emphasis weights with design tokens; remove forced uppercase where flagged, preserving intended interactions and the approved design.
Run npm run lint:prune and leave zero recorded design suppressions.
Run lint, typecheck, unit tests and affected browser story/a11y checks.
Update docs that still say remaining suppressions are allowed once the allow list is empty.

The earlier audit inspected the suppression file but could not rerun UI lint because dependencies were not installed.

Implementing layer 7 above the frontend boundary PR: run ESLint with suppression handling disabled to identify the exact 10 diagnostics, replace literal colors/weights/uppercase with the existing design tokens, prune the allow list to empty, update docs and verify lint/types/unit/browser stories. Capture real before/after Storybook evidence from an isolated base build.

Implemented in stacked PR #122, based on the preceding architecture layer. Cumulative verification at 46d7c31: 1,334 backend tests, 1,230 web unit tests and 480 Chromium story tests passed; lint, typecheck, API drift and production build/CSS checks passed. Full stories passed on the CI-prescribed retry after the known PAR-443 iframe import flake. Diagram and real before/after screenshots uploaded; PR base/head verified. Awaiting review; not merged.

Merged PR #122 into main after all eight stack PRs passed CI. Merge commits preserved dependency ancestry; every layer's retargeted diff and exact head were verified. The full stack head 46d7c31 is now an ancestor of main at b5d5ef5. Marked Done. The separate tenant-index clarification remains tracked in PAR-495.
