Loading issues
Rename Staff backoffice to Internal Tools in the user dropdown. Organize workspace support into navigable sections and improve desktop/mobile presentation. Add staff-only per-workspace seat and monthly AI-token allowance overrides, with validation, reset to plan defaults and atomic audit history. AI allowances retain existing overage reporting behavior, without blocking inference.
Implementation is prepared locally. Before PR publication, verify frontend lint, types, unit/browser stories and the full backend suite; include actual UI screenshots and a flow diagram.
