Add guard to prevent general purpose LLM usage

Implement a guard that rejects invocations not related to creating a task or tasks that are unrelated to the projects.

State reconciliation — 2026-10-13

Reconciled 2026-10-13 against merged main: TriageService.AGENT_PROMPT explicitly restricts the agent to this workspace's tasks/projects and directs general-assistant requests and banter to NONE without tool use or an answer. SYSTEM_PROMPT also grounds actions in the user's instruction. Delivered alongside PAR-226/PAR-227; this is a prompt-level scope guard.
