Freeze release scope and record the production artifact manifest

Select the final develop SHA for PR #2. Record include/defer decisions for PR #87, tax PRs #51/#52 and dependency PR #46. Build the complete release bundle from that SHA; inventory plugin/runtime versions, checksums, immutable REST/Explorer image tags and required configuration versions. Retain prior compatible artifacts for rollback.

Done when the manifest identifies one reproducible release, relevant CI is green, and all scope decisions are explicit.
