Loading issues
PR #99, based on #98, updates the runbook through V42: actual starting-schema inspection, fatal validation, V18 compatibility-view handling, versioned production bundle/manifest, V39 preparation before SYSTEM label remediation/V40, coordinated backup/recovery, token rotation and per-tenant verification. Historical V16–V36 timing is explicitly not a V42 rehearsal. Local links resolve and the combined build passes. Adoption in release PR #2 and environment-specific rehearsal/manifest evidence remain outstanding; no production operation was executed.
Reconcile wiki/release-runbook.md and PR #2 with the selected release. Replace the historical V16–V36-only plan with actual per-tenant starting versions and migrations through V42 (or the final selected head). Include the pre-V40 SYSTEM routing preparation when needed, V18 compatibility-view handling, exact rollout holds, credential rotation, smoke checks and restore-based rollback. Link the other PAR-509 subissues instead of duplicating their evidence.
Done when the reviewed instructions match the artifact manifest and rehearsed procedure; timings are measured or explicitly estimates.
