Mobile web: compact header, bottom tab bar and FAB, filter sheet, swipeable board

Part of PAR-357.

Problem (at 390×844)

Too much chrome. The header, page title, a "Columns" button and the List/Board toggle, the "349 issues in Paradaux · public" line, three wrapped preset buttons and the search + Filter + { } row together take about 45% of the screen before the first issue.
Desktop controls on mobile. "Columns" and { } make no sense on a phone.
No quick-create. There's no visible "new issue" action for signed-in users.
Board switches columns with a native <select> (DS/Kanban/Kanban.module.scss:93-100).
Navigation is a hamburger drawer only.

Use a compact top bar (workspace icon, title, search icon). Collapse the presets into a horizontal scrolling chip row, or a single "View ▾".
Add a bottom tab bar (Inbox, My issues, Search, Projects) and a floating "+" for quick-create, with the create modal as a full-height sheet.
Open filters and display options as a bottom sheet.
Make the board horizontally swipeable with snap points and column pills.
Hide Columns and the text-query button below the tablet breakpoint.

Design ready (PR #34, rev 8): a full mobile pass across every screen, with a breakpoint at 760px. Captures are in docs/redesign/par-400/*-mobile-* (390×844).
- Shell:
  
  a bottom tab bar (My issues, Issues, Triage with a badge, Projects, Search) and a floating create button
  
  the sidebar becomes a drawer
  
  the top bar shows only the current page
- Lists: two-line rows (status and title, then ref, labels, votes and avatar), and tabs and filter chips that scroll sideways.
- Issue detail and sub-issues: one column, properties as pills under the title, source and development below.
- Triage: one item at a time, with a sticky 2×2 action bar and no create button.
- Board: columns at 84vw that snap as you swipe.
- Projects, project overview, deployments: single column; project tabs move to their own row.
- Quick create and ⌘K: bottom sheets with a grab handle, layered above the tab bar.
- Onboarding: a compact header with a segmented progress bar.
- Settings: drill-in pages with a back header; controls stack under labels.
- Keyboard hints are hidden on touch layouts.

PR: https://github.com/ParadauxIO/taskl.ie/pull/75 — global 40px coarse-pointer floor, toggle hit area, palette bottom sheet; no overflow found in a 390px story audit. Not verified on live pages (no running backend).
