D5 · Projects and milestones domain (new milestone model, delivery stages)

Domain migration plus a new model. Depends on D1. Backend for PAR-379, PAR-380 and the milestone half of PAR-381.

projects domain: project CRUD (lead, members, health, summary, repo link, icon colour) and project stats (open, PRs in flight, shipped this week, time since last deploy).
New milestones table (tenant_id, project_id, name, goal, health, sort order) plus issue.milestone_id, via a Flyway migration. Use cases cover CRUD and assigning issues.
Delivery stage per issue: tracked → PR open → merged → on dev → live. It's derived from the GitHub PR state and deployments (D6). Until D6 lands, "live" can come from merged-to-main.
Milestone progress: counts per stage.
REST, OpenAPI, and web domains/projects/data. Replace the Kysely project reads.

Acceptance

Tests pass, and the ArchUnit store and ESLint suppressions shrink.

Plan (branch par-418-projects-milestones):
- Java projects domain behind ProjectsFacade (model/persistence/usecase/api/mcp), copying labels/workspaces: project CRUD (lead, health, summary, icon colour, repo, docs, context), project stats, milestones (new milestone table + issue.milestone_id; CRUD, reorder, assign issues), delivery-stage rollup derived from issue status + PR dev links (TODO(PAR-419) for "live" from deployments).
- Sprints and shared views leave PlanningAdminService into their own small sprints / views packages if time allows, so PlanningAdminService/PlanningApiController shrink to zero.
- REST under /api/public/w/{slug}/projects..., MCP tools as a McpToolProvider.
- Web domains/projects (data/server.ts + hooks.ts); replace Kysely project reads.
- Tests per layer; ratchet numbers reported in the PR.

Merged into rebuild as #52 (fd80bd8).

What's in it
- Data model: milestones (V41) with assignment to issues.
- Delivery stages: rolled up per milestone. Each stage is derived in one place, DeliveryStage.of.
- Project stats are available.
- Guest access: reads are @GuestReadable and filtered by ctx.privateTeams().
- Moving an issue to another project now clears its milestone in the same transaction, with tests.
Ratchet: ArchUnit store −72 lines, nothing added. ESLint suppressions 61 → 48.

Follow-ups
- Sprints and saved views still live in PlanningAdminService → PAR-441.
- Patching a milestone directly from the issue editor is a TODO in UpdateIssue.
- PAR-419 fills in onDev, live and lastDeployAt, and drops the releases guard.
