D12 · Sprints and saved views domains: empty PlanningAdminService

This is a follow-up to PAR-418 and is part of the architecture epic PAR-408. PAR-418 moved projects into the projects domain. Sprints and shared/saved views stayed in api/PlanningAdminService, api/PlanningApiController and mcp/ProjectMcpTools.

Move sprints into their own domain package (or into projects if that fits better), behind a facade, using the labels reference domain as the pattern.
Do the same for saved views.
Mark reads @GuestReadable or @MembersOnly as appropriate.
Move web reads off Kysely. These are some of the last lib/sql reads behind the public pages; see the PAR-423 "Not done" note.
Delete PlanningAdminService once it's empty.
Shrink the ratchet.

Depends on PAR-418 (#52).

Plan: two domains, sprints (SprintsFacade) and views (ViewsFacade), copying labels. Sprint reads and saved-view reads get @GuestReadable where public-safe; writes never. REST under /api/public/w/{slug}/sprints and /views with @InWorkspace; MCP sprint tools as a McpToolProvider. Web domains/sprints and domains/views replace lib/sql/sprints.ts and views.ts; delete PlanningAdminService/PlanningApiController. Ratchet only shrinks.

Merged into rebuild as #58 (40bee1d).

What's in it
- New sprints and views domains. Sprints are @GuestReadable. Shared views are @MembersOnly, because their queries can name private teams.
- Deleted: PlanningAdminService, PlanningApiController, the legacy SprintMcpTools and WorkspaceSettingsService.
- Public pages now read teams, statuses, people, sprints and views through the API.
- Ratchet: the ArchUnit store went from 885 to 815 distinct entries. ESLint suppressions went from 43 to 26.
