Polish: active nav on project pages, design-system sort menu, truncated property links

Found while reviewing #66 (projects, PAR-379/380). Part of PAR-357.

Active navigation: on /projects and /projects/[id], the sidebar and the mobile tab bar highlight Issues when Projects should be active. Check the shell's active-route logic in components/nav.tsx and components/sidebar.tsx for every top-level route: projects, deployments, triage and settings.
Sort control: the projects list sort is a native <select>. Use the design system's DropdownMenu or Combobox, as on the issues list Display menu.
Long property values: in the property column, long values such as the docs URL overflow the column. End them with an ellipsis and show the full value in a tooltip.
Mobile milestone header: the expand chevron sits in its own indented row, and the title wraps awkwardly. Align it with the title.
Follow-ups the agent listed:
- project tabs: Updates, status-update feed, burn-up (only if wanted);
- drag to reorder milestones;
- slug URLs for projects.

More polish items found in #68 (deployments):
- Copy: the "Treat a push…" help text says "each release is counted twice". Change it to "each deploy is counted twice". Releases are gone.
- Project filter: it's a native <select>, the same problem as the projects sort. Swap it for the design-system dropdown.
- Mobile layout: the outline on an expanded deployment card stops at the header row, so it clips. Draw it around the whole card.
- Active nav: on /deployments the sidebar and tab bar highlight "Issues" (same bug as above).
