Explorer redesign D0: instrumentation and performance baseline

Spec §4.1 and §11 of economy-explorer/design/redesign-spec.md.

Kysely query timing plugin, cache hit/miss counters, render timing, Server-Timing header.
Internal /metrics (prom-client).
Grafana dashboard JSON under ops/.
ops/perf-baseline.md with p50, p95 and p99 per route, measured on the dev server.
A no-op lib/rollup/start.ts called from instrumentation.ts, so D1 never edits that file.
