Economy Explorer redesign (epic)

Deep redesign of the Economy Explorer: nicer UI, more powerful tables and tools, faster, better /me for players, and a /gov workspace for governments with permissions.

Spec: economy-explorer/design/redesign-spec.md (decisions recorded in §14, 2026-10-26).

This is the last piece of polish before develop is released.

Waves

Wave 0 (foundations, in parallel): instrumentation, rollups, design system v2 + chart fixes, tables with filter chips, quick fixes.
Wave 1 (in parallel): shell, entity pages, /me, /gov, power tools, economy pages, admin/audit.
Wave 2: verification against budgets, a11y sweep, docs.

Each workstream has a child ticket. Every commit cites the child's ref.
