Explorer redesign DS: design system v2, primitives and chart fixes

Spec §5.1–5.4.

Type, spacing, radius and semantic colour tokens.
Primitives: PageHeader, Section, MetricCard, Money, Num, When, EntityLink, PlayerHead (with the avatar proxy), RangePicker (lib/range.ts), Segmented, Pager, ExportMenu, AccessGate, SidebarLayout, popover base.
Split the chart module per chart, add a shared ChartFrame, and fix every chart bug: axis clipping, monotone curves, outlier clamping, heatmap width.
Load recharts through next/dynamic with sized skeletons.
Dead CSS removal and a lint rule against inline sizes.
Gallery at /design-system.
