PAR-521 (PR #195) gates government API keys behind treasury.government_api_keys (off by default). The webhook dispatcher pauses delivery for every subscription with key_type = 'GOVERNMENT', not only those created through a government API key.
Government departments had set up Discord transaction feeds in the Explorer since June (api_key_id IS NULL). Since the PAR-521 deploy on 2026-11-04 15:51, those 8 active feeds have received nothing: about 1,100 deliveries are queued as PENDING and have never been attempted. Affected accounts: GovDevelop, GovForeign, GovHealth, GovEvents, GovWillow, DCGovernmentOR, DCGovernmentAV, GovSecurity.
Pause only government subscriptions created through an API key (api_key_id IS NOT NULL) while the flag is off. Explorer-created government webhooks deliver as before. Apply the same rule in the dispatcher's due query and its per-send recheck, and in the Explorer admin dashboard's held/overdue split (PAR-558).
On deploy, the queued deliveries become due at once. A burst to one Discord webhook (GovHealth has ~494) risks 429s; 5 failed attempts mark a delivery FAILED and 15 consecutive failures auto-disable the subscription. Decide before deploying whether to send or drop the held backlog.
