Improve Economy Explorer information architecture and player journeys

Implement the public UI audit from 2026-10-15 as a focused PR stack integrating into develop. Preserve privacy and existing permissions. Production was reviewed at 1440px and 390px; development has sparse data.

Stack: 1 correctness and recovery; 2 Economy overview/wealth/flow/government; 3 market browsing; 4 item and shop comparison; 5 mobile navigation and directory/detail polish. Individual audit findings are tracked as children. Every PR includes relevant regression checks and user-guide updates. Do not merge or deploy as part of preparing the stack.

Implemented and ready for review as a five-PR stack into develop:
Merge in order, retargeting each successor to develop after its predecessor lands. All 14 tasks implemented. Validation: 169 unit/integration tests with coverage thresholds, 124 Playwright browser tests, lint, production build/typecheck and full repository Gradle build pass. Production catalogue query timing checked read-only. Not merged or deployed.

GitHub CI has now passed across all five PRs (#10–#14), including each PR's unit/integration and browser jobs; PR #10's CodeQL analyses also passed. Build-and-push is correctly skipped for PRs. Stack is ready for review, with a clean local working tree.

Production promotion preflight found a release dependency: DemocracyCraft production is confirmed at Flyway V15, while the develop Explorer depends on newer schema (economy_players, account_read_access_web and related changes). Production Explorer currently uses production-sha-36d7d90; develop is part of the larger pending release PR #2 (394 commits ahead of main at inspection). All UI checks and live-server integration checks passed, and dev smoke checks passed, but deploying this image alone would break production. No production changes made. Shipping requires either the coordinated full release documented in wiki/release-runbook.md (maintenance, verified backups, migrations, plugin/API rollout and token rotation) or a separately tested V15-compatible UI backport. Tasks remain Pending Release.
